What is the Healthier Lives Dynamic Purchasing Vehicle?

The Healthier Lives Dynamic Purchasing Vehicle is meant to help residents stop smoking, lose weight, increase physical activity and improve their overall well-being. This initiative, part of the 50 Steps to a Healthier Borough, addresses long-standing inequities in health investment.

The DPV is an online system that allows public sector buyers to purchase goods and services from a pool of pre-qualified suppliers. DPVs are similar to framework agreements, but suppliers can join at any time by filling out an enrolment form. They must meet minimum financial and technical standards, and they are admitted to the DPV for a period of 10 years. Providers admitted to their respective categories (outlined in the below table) are able to bid for any tender published under that category. Individual contracts are awarded during the second stage, which is the actual tendering process for a specific service.

This model of procurement operates on an open market meaning suppliers can join at any time (when an admission round closes, another one automatically opens) so new suppliers can consistently be on boarded (A table with deadlines for admissions for each DPV category is outlined in the below table)

Cost savings - DPVs can reduce administrative burden, which can lead to cost savings for both public authorities and suppliers.

What are the three stages to providing services on the DPV?

The three stages are:

  1. Registering on Fusion
  2. On-Boarding to the framework (also known as passing the Selection Questionnaire ‘SQ’ stage) or Admission to DPV
  3. Mini competition (i.e. bidding for a specific service within the DPV).
